As a national law, it appears to normally prosecuted under article 296 as a crime against decency. Although it seems like a difficult prosecution against the customer and worker, Indonesian courts are known for not always letting that stand in the way of putting people in jail.

I find it interesting that the penalty is 1 year 4 months in prison or 15,000 rupiah ( a little over a dollar).

In addition to that, there numerous local laws also against prostitution, which being so many jurisdictions in Indonesia, they would be to voluminous to list.

Dennis, its all a very grey area mate, after all if you drag a girl (read broke college student, struggling single mum, factory worker looking for a bit of extra income) back home from a bar or club and spend the night with her having sex, does that mean by offering her money for a cab home or shopping the next morning does that necessarily make her a whore ?? Does that necessarily make you a client ??

Bottom line is as long as she is of legal age and consenting you can do what you like in the privacy of your own home.

1) I think Article 296 applies only for those who own a brothel.

1.) While I don't disagree that appears to be the wording, please don't ignore the point of how the law is sometimes applied in Indonesia. It appears you are not from Indonesia and you are from a country with a consistent system of law. 296 also clearly applies to pimps.

Also be mindful of the police powers of Indonesia.

Police are permitted an initial 20-day detention, which can be extended to 60 days by the prosecutors while the investigation is being completed; prosecutors may detain a suspect for a further 30 days during the prosecution phase, and may seek a 20-day extension from the courts.

Since you are very interested in these laws, I thought you might like to learn a little more about the prosecution process in Indonesia.

Also pay attention to the last article which outlines the Jakarta law [SIZE=2]Pasal 42 ayat (2) Perda DKI Jakarta No. 8 Tahun 2007 tentang Ketertiban Umum (“Perda DKI Jakarta 8/2007”) [/SIZE].
It clearly equally applies to prostitutes, customers, and pimps. It carries a minimum sentence of 20 days in prison. I also read Tangerang has a local law too. I have read almost every jurisdiction in Indonesia has a local law against prostitution, but there are so many areas and not all laws are available online. If you provide where you are interested in customers purchasing sexual services, maybe someone on the forum can give you the law in that jurisdiction.

The reality is that prostitution is highly tolerated and rarely the law is enforced. Indonesia has a cultural history of prostitution dating back to Dutch colonialism.
Additionally, Indonesia has a conflict avoidance cultural aspect, so things that are considered shameful or immoral, most people will be very silent about directly to the individuals and gossip about to everyone else they see. They also have an extremely high level of denial. (Everyone unmarried is a virgin ) (Massage is just therapy) As long as people can turn a blind eye to it, more often than not, they usually will. Law enforcement is usually just enough so they get a cut. As Scoot outlined, there is a lot of cognitive dissonance in how it is approached.

What I find humorous about it:

It reminds me of all the conservative protestors in Indonesia protesting "free sex" of the west. They write about it, denounce it on TV, protest it in the streets, and a few posters have railed against it here. All with the phrase against "FREE SEX!"

Every time I see that, it reminds me that sex is ok in Indonesia as long as someone is charging for it and it is kept discreet.
