  • Indonesian Government Agencies you may have to deal with for needed documentation

    I start this thread because i have had a look around the Forums and I cannot see a general explanation in simple terms of the various Departments and Authorities which we must deal with as regards Immigration. I may not be 100% on everything, so I hope others will correct me where I am wrong. for your information, I live in Cibubur and my wifes KTP is covered by Bogor and a lot of Bogor Administration such as Catatan Sipil, Police Resort and Divorce are dealt with in Cibinong.

    Here goes.

    1. INDONESIAN CONSULATES outside of Indonesia to where we must go in order to get a Sosbud or other Visa for re-entry. they are Singapore, Kuala Lumpur, Penang and Kota Kinabalu in Malaysia, Songkha and Bangkok in Thailand. Ones beyond the geographical frontier are also beyond the budget we plan for on 'visa runs'. I tried Songkhla once last year (flew to Phuket). Be careful to check that the Consulate is a Consulate General (like Penang and KL) or they may refuse to process the Sosbud Application. Songhkla very nearly refused me

    2. KANTOR KELURAHAN is our local registry office for giving notice of birth marriage or death, giving notice for change of KTP (Indonesian person of course) and also where you go to get the Domicile letter leading to the Kitas. My information is that these people are paid a very basic wage and rely on 'donations' to top it up. reflected by the lack of investment in their everyday operation - 1970 typewriters, foolscap paper and no computers in sight!

    3. KANTOR KECAMATAN which is a step up from the Kantor Keluhiran and may even be the same place if you are lucky (I am not, they are 10 km apart) and they process the papers signed by the kantor Keluhiran. Kecamatan is computerized and issue the new KTP or Family Card for the Indonesian Citizen if there is a change of circumstances. (If an Indonesian has changed address but not their KTP and they do it sometime afterwards, suddenly perhaps in response to an immigration requirement for you, beware, it can take a month to get the new KTP

    4. KANTOR IMMIGRASI which is the one we all know but we occasionally get it wrong when the Immigration Office says that the application is the jurisdiction of a different Immigration office. Dont assume for a Visa on Arrival extension you can go to any Immigration to process it, wrong! If the KTP of the sponsor is Manado, you must go to Manado Immigration to process it. so better find an Indonesian sponsor in the place where you are

    5. KANTOR WILAYAH is a Department which confuses me, I think its the regional Immigration office but be careful with places like Depok and Bekasi. I thought I could deal with Cawang Wilayah but got sent to Bandung because Cibubur comes under Bogor and thus under Bandung. Thats also the case on I think the third sosbud extension. Must be the same place but somebody here can confirm. Actually quite easy to find in Bandung and its a pleasant day trip by the special minibus

    6. POLICE RESORT is the title for the Police HQ where you reside. For Bogor its Cibinong and its to the Police Report where your sponsor must report you within 7 days of your arrival on Sosbud, best done within 24 hours. Do NOT report to your local Police station. Police Resort is otherwise called POLRES and not to be confused with POLSEK and POLRI which are more or less your local police stations for crime

    7. IMMIGRATION GENERAL DIRECTORATE . Located on Rasuna Said off the Mampang.Kuningan toll intersection and dead easy to find after the Malaysian Consulate. this is where we must come for the 1 year Family Visa (pay 5 juta?) oh no! or 'transit' there for the issue of the requisite letters en route to getting the 1 year Kitas. Of course go there for other Visa queries but I have not found it necessary yet

    8. KANTOR CATATAN SIPIL is the Indonesian Civil registry Office for birth death and marriage Jakarta may operate differently. In Cibinong, its around the corner from the Polres and very much departmentalized in separate buildings and the office is computerized but the administration is distinctly old fashioned, more efficient than the Keluhiran but I shall make no further comment. Suffice to say that you cannot go there until you have completed your papers in turn with the Keluhiran and the Kecamatan

    9. KANTOR URUSAN AGAMA/KUA operates independently of the Catatan Sipil and Muslim marriages taking place there are not registered with the Catatan Sipil. The KUA system is manual, there are no computers (at least where I went), they issue the Marriage Books to husband and wife called Buku Nikah which look like a Passport but no marriage Certificate. If you are rich (and a foreigner) you can pay as much as 3 juta to get married there. If you are poor, as little as 100,000 rupiah. Trick is to ensure your Indonesian Wife (to be) obtains a letter from the R T that she has low income status and the KUA cant and wont argue with that

    10. RT. Every Indonesian knows who this is because they must report to him/her in the district where they live and also report any visitors staying longer than 24 hours. Mr/Mrs RT is your first port of call actually and your Wife obtains a confirmation letter from him confirming you live at the address you state to take to the Keluhiran before Kecamatan and others

    11. THE DIVORCE COURTS are divided just in the way that marriage registration is divided between Catatan Sipil and KUA. Cibinong, using my local example, have a Muslim and Civil Divorce registry/Court within 2 km of each other and again just around the corner from the Polres

    Apart from land Registry and Tax issues, these are the only department with whom we, as foreigners, shall deal in Indonesia. If I knew a few years ago what I know now, things would have been a whole lot easier beforehand. benefit of Hindsight!

    Indonesian embassies (Kedutaan Besar Republic Indonesia - KBRI) or Indonesian Consulate (Konsulat Jenderal Republik Indonesia - KJRI) issue visas for foreigners and address all the administrative stuff for WNI abroad (registration of marriage, registration of residence, registration of birth, name change, etc. In Malaysia you also have a KJRI in Johor Bharu, Kuching (Sarawak) and Tawau

    As Mr Cibubur highlighted, KBRI/KJRI have MUCH more freedom to issue visas than simple KRI (Songkhla & Tawau for ex.) who are just small representation catering for representation prurpose. The less they have to do, the better they feel. Do NOT annoy/disturb them during the resting time from 9 am to 5 pm. Caveat emptor.

      The Kantor Lurah (which oversees a Kelurahan) is the smallest administrative division in Kotamadya or Kabupaten as defined in the decentralisation law concerning regional government. They are headed by a (Bapak/Ibu) Lurah who is choosen by the regent (bupati) or mayor (walikota) and with the recommendation of (Bapak/ibu) Camat (district chief) who is/will be his/her direct supervisor. A kelurahan is usually the size of a village. The kantor lurah has authority on community empowerment and services and has in charge the implementation of peace and public order at the village/neighbourhood level. They also have in charge the maintenance of infrastructure and public services. You may have to deal with them for procedures concerning birth certificate, SIM or SKTT for example, but it ain't a thumb of rule. Their exact function and priviledges are defined by Regional Regulations (Peraturan Daerah) and vary a lot from one Kabupaten/Kota to another.
      If you have any trouble with a Kantor Lurah, the first office you should head for is the Kantor Camat. However, I advise to anyone to have a just, fair and balanced relation (read don't be screwed and stupid, but do NOT ignore them and systematically refuse any involvment/donation for your kelurahan) with the Kantor Lurah and any of its staff. In ten years in Indonesia, I always had excellent relation with the successive Pak Lurah, without having always donated much but having selected my donations.

        The Kantor Camat oversees a Kecamatan which is one of the administrative division or district of a Kabupaten (regency) or a Kotamadya (city). They are headed by a (Bapak/ibu) Camat who has several functions such as coordinating all the kelurahan and having the same duties but at a higher scale or handling by delegation of a bupati/walikota most of the affairs concerning regional autonomy.
        Again, their exact function is determined by Regional Regulations and may differ from one regency/city to another. It would be risky to say "for KTP, head to the kantor kecamatan...etc". Better to check first at the kelurahan level to ask who is in charge of what. In my city for example, though the kecamatan is involved in the process of KTP issuance, they do NOT issue them, which is the priviledge of the Dinas Kependudukan dan Catatan Sipil.
        (Bapak/ibu) Camat is appointed by a Bupati/Walikota upon recommendation of the Sekretaris Daerah who is his/her supervisor and who you should complain to if you have any trouble with your Kantor Camat unsolved by Pak/Ibu Camat. The SekDa is to be found in the Kantor Walikota (if you live in a city) or in the Kantor Bupati (if you live in a regency).

        Other administrative are the Kabupaten (regency) or Kota (city) which are administrative divisons of a Province (Propinsi). The Kabupaten is headed by a Bupati, a Kota is headed by a walikota and a Propinsi is headed by a Gubernur, helped by a wakil Gubernur.

          Kantor Imigrasi are administrative units responsible for all immigration matters in the archipelago, delegated by the Direktorat Jenderal Imigrasi. Imigrasi depends of the Minister of Justice and Human Rights (Depkumham). KanIm are ranked depending of the importance of the area they supervise. There are four categories of KanIm:

          1. KanIm Kelas 1 Khusus (7 all over Indonesia, including Soekarno Hatta, Ngurah Rai, Surabaya, Medan, Jaksel, Jakbar and Batam)
          2. KanIm Kelas 1 (a bit more than 30 KanIm are ranked as Kelas 1, including among others Manado, JakTim, JakPus, JakUt, Makassar, Tangerang, Bandung, Jogja, Surakarta, Denpasar, Semarang, Balikpapan, Surabaya Tanjung Perak, Pekanbaru...etc)
          3. KanIm Kelas 2
          4. KanIM kelas 3 (Jeez, if you deal with them, you must be far in the bush ). They look like a small hut in between two trees in the jungle with a friendly petugas sipping a coconut.

          KanIm are headed by a Kepala Kantor Imigrasi (Kakanim) and organised in section (seksi) for KanIm kelas 1, 2 & 3 or field (bidang) for KanIm kelas 1 khusus. which are under the supervision of a kepala seksi (kasi) or a kepala bidang (kabid). Tipycally the sections are:
          1. Seksi/Bidang Lalu Lintas Keimigrasian, which is responsible for paspor RI issuance and Izin Masuk/Izin Masuk Kembali
          2. Seksi Status keimigrasian (Statuskim) or Bidang pendaratan dan Izin Masuk which is responsible for all status affecting foreigners (Izin Kunjungan, Izin Tinggal Terbatas/Tetap...etc)
          3. Seksi/Bidang Informasi dan sarana Komunikasi (Inforsakim) is responsible for collecting and inputing the datas concerning your status and any change affecting it
          4. Seksi/Bidang Pengawasan dan Penindakan keimigrasian (Wasdakim). They are the immigration cops, responsible for supervision and control of the alien population. They deal with overstay, quarantine and deportation but also are in charge for any control of yourself or your sponsor.

          There is a fifth section that we never deal with, which is the bagian tata usaha who is responsible for accountancy, administration and anything concerning immigration civil servants. Usually it is where you find the finest characters. They have been certainly placed here because of their apparent inability to extort people. The boss of the bagian tata usaha of my KanIm is an absolute charming chap and is one of my neighbour.

          If you have any problem with a Petugas at a loket, ask to see his kasi/kabid. If you have any trouble with a kasi/kabid look for the Kakanim. It usually pays to have good relation or even just to talk with the Kakanim and being seen talking to him. I've met all my successive kakanim in the past ten years and have always been amazed by the effect the kakanim has on his subordinates. For the issuance of my KITAP, I arrived in the early morning at my KanIm while my KITAP was still to be issued (I had my pics and fingerprint inputed the day before, paid my IDR 3.000.000 for the KITAP but it wasn't cetak yet). I spotted the kakanim and also spotted the kasi statuskim, kasi lalu lintas and kasi inforsakim talking altogether in the ruang tunggu. I've seized the occasion to start talking to the Kakanim who is a nice guy (at least with me). We talked about 5 or 10 minutes together about the system online and the new UU and I made sure that all staff and kasi saw it. Then I politely apologised to interrupt the conversation and told him I had my KITAP to take care of. that's amazing: in just one morning I had the statuskim section print my KITAP, send it to the Inforsakim for data collection, given to me and I still had time to give back all the documents to the Lalu Lintas section to get the authorization for an Izin Masuk Kembali requested to the DitJenIm, all of it in less than 3 hours. It would have normally taken me about 3 visits if the kakanim wasn't around. Everyone was sooo friendly that day. No-one was munafik enough to tell me that they would regret not to see me for the next 5 years of my KITAP but it was almost the feeling they tried to give.

          If you have any serious problem with your KanIm and that the kakanim can NOT solve it or is involved in it or does not want to receive your complaint, you can contact either:
          - the Kepala Divisi keimigrasian in the Kantor Wilayah.
          - the Inspektorat Keimigrasian which is part of the Inspektorat Jenderal in Depkumham, Jakarta.
          A mention of it often smoothen procedures which are conducted in a manner not conform to the law. The reaction of your interlocutor however may vary depending on how serious he thinks you are and how well you can explain your case.

            Kantor Wilayah are what we call an Instansi Vertikal of the Minister of Justice and Human Rights. They are the administrative division in charge for the control, centralization and supervision of the work of all administrative division of the Minister of Justice and Human Rights at the province level.

            Their activities by definition are very wide and includes, on top of the activities defined in the above paragraph, the coaching and socialization of law and Human Rights, including their protection, promotion, compliance, enforcement and respect. They also deal with intellectual property rights. Last but not least, they supervise all the KanIms in their area of authority (ie: the province) and the RuDenIm (Rumah Detensi Imigrasi).

            In each Kantor Wilayah, there is a Kepala Divisi keimigrasian who is the real big boss for Immigration matter at the provincial level. He is seconded by a Kepala Bidang lalu Lintas, Izin Tinggal than Status keimigrasian and a Kepala Bidang Intellijen, Penindakan & Sistem Informasi Keimigrasian.

            In reference to my post #5, if you have a MAJOR problem with a seksi/bidang Lalu Lintas or a seksi/bidang Statuskim explain it to the Kepala Bidang lalu Lintas, Izin Tinggal dan Status keimigrasian of the Kantor Wilayah and if you have a major problem involving the Inforsakim or the wasdakim seksi/bidang, then contact the Kepala Bidang Intellijen, Penindakan & Sistem Informasi Keimigrasian of the kantor Wilayah. Alternatively write directly to the big boss. But do NOT contact any of them for petty problems that you can solve at the Immigration Office by writing to the relevant kasi or kakanim. Contacting the kepala divisi keimigrasian of the KanWil because a petugas asked you IDR 300.000 for a sosbud extension rather than IDR 250.000 would be just ludicrous. A simple letter stating the case to the kasi or kakanim would do the trick much better and faster.

              I suppose you refer to the Direktorat Jenderal Imigrasi which is located on the compound of The Minister of Justice and Human Rights on Jln Rasuna Said at kavling 8 & 9 in Kuningan. It is co-headed at the moment by pak Bambang Irawan and Pak Muhammad Indra. Direktur Jenderal Imigrasi are usually heading the DitJenIm for around two years. They are helped by various Direktur who heads a Directorate. At the moment, DitJenIm comprises 6 directorates and a Secretariat (SekJenIm). They directorate are as follow:
              1. Direktorat Dokumen Perjalanan, Visa dan Fasilitas Keimigrasian.
              It deals with passport, visas delivered by atase Imigrasi in KBRI/KJRI abroad and special entry permits. It has in charge the preparation of technical guidances (Juklak or any Peraturan/keputusan DirJenIm) in the field of travel documents, visas and entry permits. It also give a technical assistance and oversee the planning for the Lalu Lintas section in the Kanim of the archipelago.
              It is divided in 6 subdirektorat which all have sections depending on their duties and firld of work
              2. Direktorat Izin Tinggal dan Status Keimigrasian.
              It deals with issues of residence all permits and immigration status and prepares technical guidance concerning immigration status and conversion of immigration status. It supervises all work and provide guidance to the seksi statuskim in the KanIm of the archipelago.
              It has 3 subdirektorat at the moment.
              3. Direktorat Intellijen Keimigrasian
              The spies. The average expat or indonesian shouldn't be concerned by their field of activity.
              4. Direktorat Penyidikan dan Penindakan Keimigrasian
              same comment as above. the less you deal with them, the better you will feel. It deals with investigation and prosecution of immigration offenses. It is obviously involved in the preparation of the technical guidances which concern its field of operation and will be the one deciding about any action taken against foreigners for offenses reported by the wasdakim sections in the KanIm of the archipelago.
              It has 4 subdirektorat to help it to operate efficiently.
              5. Direktorat Lintas Batas dan Kerja Sama Luar Negeri Keimigrasian
              It deals with the immigration cooperation between countries and international organizations, cross-border, and technical tasks of immigration on the KBRI abroad. Not much to do with us.
              6. Direktorat Sistem Informasi Keimigrasian
              It deals with the immigration data management, including collection, processing and storage of the datas concerning both WNI and WNA inside and outside Indonesia. It also is responsible for the communication of information within or outside Imigrasi.

              You don't have to pay anything in the DitJenIm for any permit. Payment of any PNBP (Penerimaan Negara Bukan Pajak), the fees authorized to charge by Imigrasi, concerning KITAS issuance has to be done in the KanIm, and a kwitansi MUST be remitted on the spot. No 5 juta story for family visa/KITAS/VITAS. FYI, a 1 year KITAS, for whatever purpose it is delivered, is IDR 700.000 (+IDR 55.000 for pics/sidik jari). All the fees concerning Imigrasi can be found in the Peraturan Pemerintah nomor 38 tahun 2009 tentang Jenis dan tarif atas Jenis Penerimaan Negara Bukan Pajak yank berlaku pada departemen Hukum dan Hak Asasi Manusia.

                The article 4 of the UU nomor 2 tahun 2002 tentang kepolisian states that the Police of the Republic of Indonesia has for aim the national security which includes maintaining security and public order, discipline and rule of law, as well as peace within the community by upholding human rights. No kidding, it's what it says.

                POLRI is headed by a Kapolri, who is appointed and dismissed by the President upon approval of the DPR. At the moment, the Kapolri Jenderal is Timur pradopo who has jumped from 2 to 4 star in a week or so upon his nomination last year. I guess there was some reason for his nomination...
                The structure of organisation of the police from the top to the smallest unit is:

                1. MABES POLRI, the real big fishes pond.
                2. kantor POLDA or Kepolisian Daerah. That is the unit which is reponsable for police at the province level. It is headed by a Kapolda who is usually of the rank of Jenderal and a wakil kapolda (wakapolda). It oversees/supervises all other units such as POLTABES/POLRES/POLRESTA and their subdivisions. POLDA are organized in Direktorat (ex: lalu lintas, reskrim, intelkam, etc) or Bidang (humas, Propam...etc).
                3. Kantor POLRES or POLRESTA or POLTABES. The name varies if they oversee the police activities in a KOTA (often called POLTABES or POLRESTA) or a Kabupaten (called usually POLRES). They are usually headed by a Komisaris Besar Polisi (Kombes or KomBesPol - 3 golden flowers with 5 leaves) which is the highest rank in the perwira menengah (middle level fiel officer) of the police.
                4. Kantor POLSEK or Kepolisian Sektor. This is your friendly district police. They usually administrate police affairs for a kelurahan or a kecamatan depending on the size of the population in the district. They are headed by a Kapolsek who is often an Inspektur Polisi dua (one gold bar) or Inspektur Polisi satu (two gold bars) in small sektor but can be up to the rank of Komisaris Polisi (1 golden flower with 5 leaves) if the sektor is big. To be honest, apart if you want to make a surat keterengan kehilangan for a document, better to head for a bigger unit if it involves serious matter.

                  Thank you Atlantis for responding so comprehensively to my original post. I am sure the information provided will be of great benefit to all who use this website. I had not used this website for a couple of years as I am still traumatized from what happened in the divorce processed here by my first Indonesian Wife (matter not yet settled may I add) but there are a number of issues on which I need to be focused and this Website serves very well indeed.

                  I echo what Atlantis has said about the Keluhiran insofaras it is a friendly small relaxed office and only small donations are made and expected for the processing of the paperwork. Its a similar story at the Kecamatan. It is not about paying any bribes, no Bribes are involved or necessary and apart from a few misunderstandings, I have experienced no actual problems with either the Keluhiran or the Kecamatan. I think every foreigner visiting Indonesia should make himself familiar with these Authorities, even if he or she does not have an immediate requirement for their 'services'

                    Hi Atlantis, I have got stuck with kantor POLDA i found out my sponser paid 250,000 for the last Police Report for me to stay she then give out the original. I need to go back there to get a new one and was hoping you could send a link to the price for this or what I may need to not pay then. as far as i can see lampung is as bad as balikpapan or worse in the asking for money point, they are asking 750,000 for the 30 day stamp as well.

                      If you are talking about the SKLD (Surat Keterengan Lapor Diri), the yellow (for KITAS) or red (fr KITAP) id plastic card issued by POLDA, the PNBP fee is IDR 100.000 as per PP 50/2010.                       If you are talking about a simple STM, then there is no fee. I have never paid for it though I have often been asked for.

                        I am talking about the STM, well she did it on her own she never wait for anything she paid 350,000 this time.. gerrr.

                        I was looking for something with the price list or something that will give them the idea that I an not so easy to pay sad to say my sponsor seem to be use to paying for everything.

                        i am also looking for something for the extension so I will have the rules for it as some one told me he paid 1.5 juta and not the 250,000 correct feeLast time she ask a friend orf a friend and he told her 750,000 so i hope to put the brakes on there game as this just get worse if you pay them.
